§ 56-359. Rental housing inspection program requirements.
(a)
The rental housing inspection program and certificates of compliance apply to all rental housing units located within target areas approved by the city council and identified in section 56-359(c) except for those units specifically exempted in section 56-373.
(b)
It shall be a violation of this code for any person to let to another for rent and/or occupancy any dwelling unit or rooming unit (except a rooming unit located within an owner-occupied, single-family dwelling or a duplex that is in compliance with the city's zoning ordinance) unless a valid rental certificate of compliance or a valid temporary certificate of compliance has been issued by the department for that unit.
(c)
The following neighborhoods have met the criteria set forth in section 56-357 for designation as a target area and the city recognized neighborhood association representing each neighborhood has formally requested such designation and the initiation of systematic inspection of all properties in the neighborhood:

Hyde Park;
(3)
Ivanhoe;
(4)
Pendleton Heights;
(5)
Scarritt Renaissance;
(6)
Town Fork Creek;
(7)
West Plaza;
