If any pawnbroker, or his or her agents, servants or employees, shall violate any
of the provisions of this article, section 54-1 or RSMo ch. 367, and is finally convicted in any court of record of the city or state
or in the municipal court of the city, or fails to remain a person of good moral character,
the license issued under this article shall be revoked by the director of finance,
upon notice and recommendation by the chief of police.
