Except as otherwise provided in this chapter, it shall be the duty of every person
licensed under the provisions of this chapter to electronically transfer to a third
party database established pursuant to RSMo 367.031, and approved by the chief of
police, by the end of the next business day, a report as to all personal property
or other valuable things received, deposited or purchased and a description of the
person by whom left in pledge or purchased with the information required by this chapter;
provided that no person shall be required to furnish such description of any property
purchased from manufacturers or wholesale dealers having an established place of business
or of any goods purchased in open sale from any bankrupt stock or from any other person
having an established place of business, but such purchased goods must be accompanied
by a bill of sale or other evidence of open and legitimate purchase and must be sworn
to the mayor or any member of the police department when demanded. Paper copies of
the daily report shall be made available for on-site inspection upon request of any
appropriate representative of the chief of police during regular business hours and
in a manner as to minimize, to the extent reasonably possible, interference with or
delay to the pawnbroker's business operation.
