Except as otherwise provided in this chapter, any person who shall violate, fail,
neglect or refuse to comply with any provision, regulation or requirement of this
chapter shall be deemed guilty of an ordinance violation and, upon conviction thereof,
shall be fined not less than $50.00 and not more than $500.00, or by confinement for
not more than 180 days, or both.
