§ 2-1085. Amendments to compensation plan.
(a)
Prior to the preparation of each annual budget, as well as at other times, the director of human resources shall make such comparative studies as are necessary, or as instructed by the city manager to make, concerning the factors affecting the levels of salaries in the municipal service. On the basis of the information derived from such studies the director of human resources shall recommend to the city manager such changes in the pay plan as are pertinent to the fairness and adequacy of the overall salary structure. Any officer or employee in the municipal service may initiate requests for amendment of the pay plan to the director of human resources.
(b)
In arriving at such salary recommendations, the human resources director shall take into consideration the advice and suggestions of department heads and appointing officers as to the duties, degree of responsibility and working conditions involved; also the prevailing rates of pay for similar kinds of work in private establishments in the city and in other public employments, the current cost of living, and the financial condition of the city and the effect of any change in the salary schedule for specific classes on the salary appropriations and expenditures.
(c)
Such recommendations by the director of human resources for amendment of any salary schedule for specific classes of the pay plan shall be submitted to the city council by the city manager. If approved by the city council, these amendments shall become part of the compensation plan and shall become the current official salary schedules applicable to the respective class schedules as enumerated therein, and shall be used by all departments in connection with all payrolls, budget estimates and official records and reports relating to salaries and wages of positions of the city service. It shall be the policy of the city council either to increase or to reduce the salary or wage rate of all positions in any specific class uniformly and not to increase the rate of pay of any class beyond the rate in the next higher class nor to reduce the pay of any class below the rate of pay fixed for the next lower class in the same occupational group and service.
