Unless the applicant submits a fully completed building permit application necessary
to bring about the approved project, or if no building permit application is required,
substantially commences the approved project within 18 months from the date of approval,
staff approval, overlay design review, or board of zoning adjustment approval will
expire and be null and void. For the purposes of this section, the date of approval
is the date on which the written notification is mailed to the applicant.
