Neighborhood Conservation Overlay districts are used to identify sites and areas within
the city that represent clearly defined neighborhoods or commercial areas with predominantly
consistent historic or architectural character. Although neighborhood overlay districts
typically protect groups of buildings that have some historical significance, historic
preservation is not the only goal. Neighborhood overlay districts seek to preserve
an area's cultural, architectural, and aesthetic ambience. The purpose of the NCO,
Neighborhood Conservation Overlay district, is to protect and preserve the established
character of existing neighborhoods by limiting the flexibility of underlying base
zoning to more effectively match the density, intensity or established character of
an existing area. The NCO district may also be used to establish specific design guidelines
that are more detailed than the standards of this ordinance.
