No legal action or proceeding, including any matter before the Kansas City Municipal
Division of the Circuit Court, pending at the time this Charter shall take effect,
brought by or against the City or any office, department, agency, official, officer
or employee thereof, shall be affected or abated by the adoption of this Charter.
