A business within any grower UAZ shall pay such water rates and costs as would otherwise
be applicable to such business, provided however that the director of water services
may, subject to the availability of funds for such purposes, establish and administer,
or cause to be administered, a program whereby a business within a grower UAZ may
apply for and, if approved, receive funds that may be applied by such business to
offset any amounts otherwise due.
