§ 70-603. Free parking in on-street metered parking spaces for certain veterans.
(a)
A veteran displaying:
(1)
Special license plates issued by the State of Missouri signifying the veteran is a former prisoner of war, a disabled veteran, or a recipient of the Congressional Medal of Honor, the Silver Star, or the Purple Heart; or
(2)
A removable windshield placard issued by the State of Missouri signifying the veteran is a recipient of the Bronze Star;
may park his or her motor vehicle, weighing not more than 6,000 pounds gross weight, without charge, in an on-street metered parking space regulated by the city.
(b)
The placard signifying the receipt of the Bronze Star shall be hung from the front, middle rearview mirror of a parked motor vehicle and may not be hung from the mirror during operation. In the absence of a rearview mirror, the placard shall be displayed on the dashboard on the driver's side.
(c)
This section does not exempt a vehicle from compliance with any other state law or ordinance, including, but not limited to, vehicle height restrictions, zones that prohibit stopping, parking, or standing of all vehicles, parking time limitations, street sweeping, restrictions of the parking space to a particular type of vehicle, or the parking of a vehicle that is involved in the operation of a street vending business.
(d)
This section does not authorize a vehicle to park during time periods other than the normal business hours of, or the maximum time allotted by, a state or local authority parking facility.
