§ 70-74. Applicability of traffic regulations to persons propelling pushcarts, driving animal-drawn vehicles or riding animals.
(a)
Every person propelling any pushcart upon a roadway shall be granted all of the rights and shall be subject to all of the duties applicable to the driver of a vehicle by this chapter and by the rules of the road portion of the state vehicle code, except those provisions which by their very nature can have no application.
(b)
Every person riding an animal or driving any animal-drawn vehicle shall be granted all of the rights and shall be subject to all of the duties applicable to the driver of a vehicle by this chapter, except those provisions of this chapter which by their very nature can have no application.
