§ 6-37. Base operations and operators.
(a)
Certification of aircraft. Owners of all aircraft using any airport owned or operated by the city must have the aircraft certificated by the Civil Aeronautics Administration and the pilots operating such aircraft must have currently valid airman certificates with appropriate ratings.
(b)
Equipment for night flying. All airplanes for hire for night flying must have complete night flying equipment, including but not limited to properly functioning navigation lights, landing lights, such flares as are required in the civil air regulations, safety belts, first aid kits and fire extinguishers.
(c)
Condition of aircraft. All airplanes shall be kept in an airworthy condition at all times and shall be subject to visual inspection by the director of aviation or his designated agent.
(d)
Minimum fuel for sightseeing planes. No sightseeing planes shall take off at any time without sufficient gasoline for a two-hour flight.
(e)
Loading and unloading of sightseeing planes. The director of aviation shall designate the loading place for local sightseeing flights, and at no time shall passengers be loaded or unloaded at other than the designated place. All operators must have authorized personnel in or near their planes during such loading or deplaning operations.
(f)
Protection from engines. No passenger shall be loaded or unloaded from any airplane on the airport until the engine has come to a complete stop, and at no time shall motors of any aircraft be run or warmed up in such a position as to endanger the public.
(g)
Sale of gasoline and oil. Each operator vending or selling gasoline and oils to the general aviation public, itinerants or local operators shall post conspicuously the firm's name, the octane rating of gasoline and the current price of gasoline and oils.
(h)
Operation of tank trucks. Operators vending or selling gasoline and oils from tank trucks shall be permitted to proceed with gasoline trucks to any location set aside as an aircraft parking area on the municipal airport to service aircraft when requested to do so by the pilot, crew chief or owner. Taxi strips shall not be used as roadways except when it is impractical to use regular established roadways outside the field proper. Under no circumstances shall gasoline trucks be permitted to operate along the taxi strips or other portions of the airport to solicit business or act as lead-in guides for itinerant or permanently based aircraft. No aircraft will be refueled until it has been parked in a location that will permit the free flow of traffic along taxi strips. All drivers of gasoline trucks must comply with state and city requirements and must have the required licenses.
(i)
Starting or running aircraft engine. No aircraft engine shall be started or run unless a competent operator is in the aircraft, attending the engine controls. Blocks, equipped with ropes or other suitable means of pulling them, shall always be placed in front of the wheels before starting an engine, unless the aircraft is provided with adequate parking brakes and the brakes are fully on. An adequate fire extinguisher of an approved and accepted type will be maintained near the aircraft while the engines are being started. Only qualified and experienced personnel shall be permitted to pull propellers through.
