Article II. CITY-CONTROLLED AIRPORTS |
§ 6-34. Airport rules.
The following shall constitute rules for the operation and control of aircraft and vehicles on the airport and the control and use of all areas of the airport:
(1)
Authority of director of aviation. The director of aviation shall at all times have the authority to take such action as may be necessary in the handling, conduct and management of the public in attendance at the airport and the use of airport property, and to issue such rules and regulations as may be necessary for the safe and orderly operation of the airport. Such regulations shall be filed with the director of records and shall be available in the airport administration office.
(2)
Disposal of wrecked aircraft. The aircraft owner, his pilot or his agent shall be responsible for the disposal of wrecked aircraft and parts thereof. However, such disposal shall not be made until permission to do so has been granted by the director of aviation or his designated agent.
(3)
Removal of aircraft, vehicle, equipment or other contrivance. Any aircraft, vehicle, equipment or other contrivance left standing, whether or not disabled, in such a position as to interfere with any operation or service of the airport or in violation of an ordinance of the city or a regulation of the director of aviation shall constitute an emergency. The director of aviation shall, after determining that a reasonable time has elapsed for the removal of such aircraft, vehicle, equipment or other contrivance, have the power to tow or otherwise remove the aircraft, vehicle, equipment or other contrivance with any reasonable means available or to contract for such towing or removal, to a location not constituting an interference or hazard to the operation or service of the airport. Neither the director of aviation nor the city shall be liable for any damage caused by such removal. The owner or last operator, or both, shall be liable to the city for any cost incurred in the removal, storage or disposal of such aircraft, vehicle, equipment or other contrivance.

Firearms, explosives, flammable devices or other lethal devices. The provisions of section 50-193, section 50-261, section 50-262, section 50-263 and all other ordinances of the city applicable to the possession, transportation and use of firearms, explosives, flammable devices or other lethal devices in the city shall be applicable to all areas of the airport, including all airport buildings, hangars and property, enclosed or not enclosed, under the control, management or legal ownership of lessees or concessionaires of the city, and to those aircraft and vehicles using the airport; except that any person having in his possession or using a firearm, explosive, flammable device or other lethal device shall readily identify himself when requested to do so by any police officer, airport safety officer, or duly constituted airline or airport personnel responsible for the safety of persons or property at the airport.
(5)
Trespassing. It shall be unlawful for anyone, other than authorized persons or passengers enplaning or deplaning, willfully to enter or go upon the air operations area or go upon any premises on the airport which shall have been previously posted with plainly written signs or warnings placed where they may be readily seen, using the words "no trespassing," "keep out," or words of similar meaning; nor shall anyone not duly authorized remove, damage or destroy any such sign or warning so posted. The term "air operations area," as used in this article, means any area of the airport used or intended to be used for landing, takeoff, surface maneuvering or parking of aircraft, including the surrounding unpaved areas constituting the airfield.
(6)
Tenants. Each tenant, concessionaire and lessee of the city that has access to the air operations area shall adopt and put into use procedures and facilities, approved by the director of aviation, designed to prevent vehicles, contrivances or persons from unauthorized access to the air operations area.
