No person shall conduct any business or concession on an airport by direct solicitation,
by cruising airport streets or by any other means; or expose or advertise any article,
thing or service for sale on the airport; or use the airport as a base or terminal
for the conduct of any commercial activity, whether aviation-related or not; or make
any other commercial use of the airport, without the permission of the director of
aviation and paying such fees and charges as may be prescribed for such privileges,
the use of the airport and its facilities, and any services rendered.
