The work done in constructing any street or avenue, in whole or in part, may be protected
from surface water by temporary drains or culverts, put in under the direction of
the director of public works, in such places, at such times and of such material and
dimensions as he may deem best, and the plans and specifications for grading and other
work shall, as far as practicable, provide for such drains and culverts. The cost
of all such drains, culverts, catchbasins, catchbasin connections and manholes put
in under the direction of the director of public works shall be deemed part of the
cost of the work done under the particular ordinance and contract in the case, and
shall be paid for accordingly. The director of public works may, in his discretion,
from time to time, close, remove or alter any such drains or culverts.
