§ 62-1. Policy declaration.

Articles I and II of this chapter are intended to regulate the storage, disposal and collection of refuse as defined in this chapter. The city council hereby declares it to be the policy of the city that all refuse generated within the city's corporate limits be lawfully stored, disposed and collected in such a manner as to protect the public health and safety, minimize the flow of refuse into landfills, and maximize the diversion and recovery of reusable, recyclable materials from the refuse stream.
