No person shall allow or suffer any cellar, septic waste receptacles, vault, private
drain, pool, cesspool or sewer upon any premises owned or occupied by him or her,
or under his or her control, to become nauseous, offensive or disagreeable to the
smell or injurious to the health of any inhabitant of the neighborhood thereof, or
to the public health.
