Public sewers shall be established and constructed at such time, to such extent, and
of such dimensions and materials as may be approved by the director of water services,
and under such regulations as may be provided by ordinance. Such sewers may be extensions
or branches of sewers already constructed, or to be constructed, or entirely new throughout,
as may be deemed expedient. Public sewers shall be paid for out of the general fund
of the city or out of the proceeds of bonds, or otherwise than by special assessments,
except as provided in section 60-47.
