Except in emergencies any decision of the director or the director's authorized representative
in the enforcement of this article may be appealed to the property maintenance appeals
board by any person aggrieved by any decision of the director or the director's authorized
representative. Such appeal must be taken within ten days from the date of the order
or other ruling appealed by filing with the director or the director's authorized
representative a written notice of appeal setting forth the grounds therefor.
Except in emergencies, as set out in section 56-540, an appeal to the board stays all enforcement of the determination from which the
appeal is being taken.
