When an application for a certificate of compliance has been denied, or a certificate
has been revoked, suspended, or not renewed, or when the owner has not obtained a
current rental dwelling certificate of compliance, the director shall order the dwelling
units therein vacated, giving tenants a minimum of 60 days to arrange new housing
and to move their possessions.
