All exterior property areas and the interior of every dwelling shall be maintained
in a clean and sanitary condition free from any accumulation of rubbish or garbage.
The storage, collection and disposal of refuse shall be in accordance with chapter 62.
(b)
The owner of any dwelling may provide an approved mechanical garbage disposal unit
(mechanical sink grinder) for the use of the occupants of each dwelling.
