§ 56-61. Owner.

  • Unless otherwise provided in this code, every owner shall be responsible for complying with the requirements of this code even though a similar responsibility is also imposed on the occupants of his building, and even though the owner has, by agreement, imposed on the occupants the duty of furnishing required equipment or of complying with this code. However, only the owner of a multiple dwelling shall have the responsibility for:

    (1)

    Supplying facilities or containers sufficient and adequate for the sanitary and safe storage and disposal of refuse.

    (2)

    Extermination of insect or rodent infestation that extends beyond a single occupied dwelling unit. Whenever rodent infestation in a dwelling is caused by the failure of the owner to maintain such dwelling in a rodentproof condition, extermination thereof shall be the sole responsibility of the owner.

    (3)

    The installation, maintenance and proper operation of the electrical, plumbing, heating, cooling and ventilation systems within the building.
