The purpose of this article of the property maintenance code is to promote the health,
safety, convenience, comfort, morals, prosperity, general interest and welfare of
the citizens of the city and to protect neighborhoods against blight and deteriorating
influences by establishing minimum standards of fitness for occupancy of residential
buildings and by establishing requirements for maintenance of residential buildings
and the premises they occupy.
