Whenever the city counselor has reason to believe that any person is engaged in or
is about to engage in any practice declared to be unlawful by section 50-292 and that proceedings would be in the public interest, he may thereafter file an information
or complaint in the municipal court, as provided in the Missouri Rules of Practice
and Procedure in Municipal Courts, against such person. Before commencing any action
by the filing of such information or complaint, the person against whom proceedings
are contemplated shall be given written notice specifying the claimed unlawful business
practice, the complainant's name, and the date of alleged violation, and such person
shall have 14 days within which to appear before the supervisor and show why proceedings
should not be instituted and to present evidence upon the charge.
