This article shall take effect September 15, 1989, or the closing date of the taxable
lease revenue bonds, Series 1989, provided for by the terms of article III, section
3.4 of the City Market Site Lease Between City of Kansas City, Missouri, and the Planned
Industrial Expansion Authority of Kansas City, Missouri, dated September 1, 1989,
that will finance the acquisition, construction and installation of improvements to
the market as provided for therein, whichever occurs later.
