§ 2-1902. Responsibility for development of program; implementation of program.

The director of human resources jointly with the director of human relations shall
be responsible for the development and administration of a comprehensive affirmative
action program, and, when the program, together with such rules and regulations as
are described in this article, shall have been adopted by ordinance duly passed by
the council of the city, they shall have the force and effect of an enactment of the
council.
