§ 2-1686. Risk management committee.

  • The city legal expense fund and the workers' compensation fund shall be administered by the risk management committee in coordination with the city counselor's responsibilities and authority under the charter and section 2-302, Code of Ordinances.

    (1)

    The risk management committee shall be composed of a representative from the office of the city manager, a representative from the office of the city counselor, the director of finance, who shall serve as chairperson, the city's risk manager who shall serve as secretary, and such other members as are designated by the city manager. A record, report or meeting of the committee or the city counselor involving a litigated matter, or which may become a litigated matter, shall be deemed a closed record, closed report or closed meeting pursuant to section 610.025 RSMo.

    (2)

    Enactment of rules and regulations. The committee shall formulate such rules and regulations as are deemed necessary for the proper operation of the committee, consistent with the authority granted in this section.

    (3)

    Scope of rules and regulations. The rules and regulations in subsection (b) of this section shall set forth claim procedures and shall make such provision for the handling of property loss and legal liability exposures of the city as will accommodate the responsibilities and authority of the city counselor as well as facilitate the risk manager's performance of duty.
