§ 2-1522. Membership; term of office.
(a)
The commission shall consist of the presiding judge of the circuit court of Jackson County, Missouri, two nonlawyer members residing within the city limits, who are appointed by the mayor; and two lawyer members residing within the city limits, elected by members of the Missouri Bar residing within the city limits. Such appointments by the mayor and elections by the members of the bar shall be in a manner that not more than one nonlawyer and one lawyer shall belong to the same political party. The presiding judge of the circuit court of Jackson County, Missouri, shall be chairman of the commission.
(b)
The terms of office of the members of the commission shall be as follows: One nonlawyer commissioner shall be appointed for a term of one year, one lawyer commissioner shall be elected for a term of two years, one nonlawyer commissioner shall be appointed for a term of three years, and one lawyer commissioner shall be elected for a term of four years. After the election or appointment, as the case may be, of the members of the initial commission, then the offices on the commission shall be filled by election or appointment, as the case may be, for a term of four years. Terms for all members of the commission shall begin on January 1 of the year appointed, and end on December 31 of the year when the term expires. Terms of office of the first elective and appointive members shall begin when all of the first elective and appointive members of the commission shall have been duly chosen, and shall respectively expire on December 31 of the year for the members appointed or elected for one-, two-, three- and four-year initial terms, regardless of when they were first appointed or elected.
(c)
The lawyer member elected to the initial commission who receives the highest number of votes shall be elected to the term of four years; the lawyer member of another political party elected to the initial commission who receives the second highest number of votes shall be elected to the term of two years.
(d)
The director of records shall notify the mayor in writing of the expiration date of the term of office of an appointed member of the commission at least 30 days before the expiration date of the term of office.
(e)
The director of records shall also cause to be published, in the newspaper authorized to publish city notices, the expiration date of the term of office of an elected lawyer member of the commission, at least 60 days before the expiration date of the term of office.
