§ 2-1109. Service awards and employee discounts.

  • (a)

    Eligibility. Employees who have served the city continuously since the date of their last employment for a period of five, ten, 15, 20 or 25 years shall become entitled to and shall receive from the city, as a token of recognition and appreciation of their years of service to the public, a button or pin appropriately inscribed to indicate the number of years of loyal service rendered.

    (b)

    Design of emblem. The emblem chosen and hereby approved shall be a heart-shaped design bearing an embossed replica of the city hall with appropriate inscription to indicate the wearer's years of loyal service to the city. In details of appearance and construction, it shall conform to designs and specifications approved by the personnel director.

    (c)

    Presentation. It shall be the duty of the personnel director to arrange appropriate ceremonial occasions for the awarding of such emblems, such ceremonies to be held at least once a year, or more often as may be desirable. He shall promulgate rules and regulations for the administration of the awards program, including rules defining continuous service and specifying the extent to which an employee's absence from duty shall be deemed not to affect the continuity of his service. Authorized absences may not exceed the limits prescribed in this article. Duly authorized absences for more than one year in military leave or because of injury in the line of duty shall operate to suspend but not to destroy the continuity of service.

    (d)

    Discounts. All classified and unclassified employees and elected officials may be eligible for qualified discounts from eligible businesses and agencies in and outside of the city area that are willing to offer discounts and opportunities for goods and services. Vendor applications will be processed and recommended by the benefits committee with final approval at the discretion of the director of human resources. The department of human resources will be responsible for developing a policy that sets reasonable standards for eligibility as well as maintaining a list of approved vendors.
