§ 2-977. Employee suggestion and recognition program—Purpose; general structure.
(a)
Purpose. There is hereby created an employee suggestion and recognition program, the purpose of which shall be to encourage and reward employees for offering suggestions intended to increase efficiency or production, to improve service to the public, to reduce operating costs, to increase receipts, to improve working conditions, to reduce accidents, or to generally improve operations in the various departments of the city.
(b)
Required statement. Any employee submitting a suggestion must sign his or her full name to the following statement, which shall be a part of any suggestion form approved by the steering committee:
"I hereby grant to the City of Kansas City or any department thereof an exclusive right to use this suggestion or any modification thereof, whether or not I receive an award, and I hereby agree that such use by the City or any of its departments shall not give rise to any claim of any nature against the City of Kansas City or any of its departments, on the part of myself, my heirs, or my assigns. At all times, including if I am no longer employed by the City of Kansas City, I understand that I will retain my rights of ownership to the intellectual property but grant the City shop rights to it. I acknowledge that I fully understand the contents of this statement."
