§ 2-923. Fees.

  • (a)

    Certain fees are hereby established for filing of applications for designation of an historic landmark or an historic district, for issuance of a certificate of appropriateness, and for additional enumerated services:

    (1)

    Designation process:

    a.

    Historic landmark ..... $207.00

    But, if the building has been previously listed in the National Register ..... 52.00

    b.

    Historic district:

    Base nomination fee ..... 311.00

    Plus, per building ..... 104.00

    Not to exceed a total of ..... 2,072.00

    District previously listed in the National Register of Historic Places base nomination fee ..... 52.00

    Plus, per building ..... 21.00

    Not to exceed a total of ..... 414.00

    c.

    Amending historic district:

    Base nomination fee ..... 104.00

    Plus, per building ..... 104.00

    Not to exceed a total of ..... 2,072.00

    District previously listed in the National Register of Historic Places base nomination fee ..... 52.00.

    Plus, per building ..... 21.00

    Not to exceed a total of ..... 414.00

    d.

    Research: $35.00/hour, however, a research fee shall be deducted from the application fee if an application is filed with the commission.

    (2)

    Certificate of appropriateness:

    Expedited or administratively approved applications ..... 26.00

    All exterior changes, alterations, new construction or demolitions to designated properties, except the scopes of work noted below ..... 41.00

    Construction of new primary building (single- or multi-family, or commercial infill) ..... 207.00

    Construction of new additions or secondary buildings ..... 104.00

    Demolition of contributing historic buildings or structures ..... 518.00

    Fees for any certificate of appropriateness in which the scope of work has been started or completed before the application is submitted shall be doubled.

    Tax certification: Assistance in seeking U.S. Department of the Interior, Office of Archeology and Historic Preservation, certification for tax benefits under the Internal Revenue Code, per building ..... 207.00

    (4)

    National Register form:

    a.

    Historic landmark ..... 518.00

    But, if an application for local designation has been previously made ..... 414.00

    b.

    Historic district ..... 777.00

    Plus, per building ..... 155.00

    Not to exceed a total of ..... 3,108.00

    But, less the fee provided for in subsection (1)b of this section, if an application for local designation has been previously made.

    c.

    Amending historic district, per building ..... 155.00

    Not to exceed a total of ..... 1,554.00

    But, less the fee provided for in subsection (1)c of this section, if an application for local designation has been previously made.

    The city manager shall have the authority to adjust the fees listed above to reflect the change in the consumer price index (all items/all urban consumers/Kansas City, Missouri/Kansas published by the United States Department of Labor, Bureau of Labor Statistics). The adjustments, if any, shall be made annually by the city manager in conjunction with the adoption of the annual budget of the city by filing a notice with the city clerk.

    d.

    The commission may waive all or part of any fee upon a showing of hardship.
