§ 2-913. Establishment; membership; term of office; vacancies; removal.
(a)
The landmarks commission shall serve as the historic preservation commission until such time as the mayor appoints the members of the historic preservation commission.
(b)
There is hereby created an historic preservation commission, to be appointed by the mayor, and to be composed of nine members who shall be residents of the city and who shall serve without compensation. The commission shall:
(1)
Possess members who have a demonstrated interest in, competence in or knowledge of historic preservation.
(2)
Be comprised of both professionally qualified members and also citizens-at-large who may bring a broader perspective of community affairs.
(3)
To the maximum extent practicable, shall be comprised of members to be appointed as follows:
a.
One attorney,
b.
One architect,
c.
One real estate broker or appraiser,
d.
One person knowledgeable in art history, architectural history or cultural development,
e.
One real estate developer or lender who has experience or knowledge of redevelopment of historic properties,
f.
One person who represents a historic preservation organization, and
g.
Three or more persons at large
(c)
All appointments shall be for a term of three years, and appointments shall expire on April 10 of the respective year; however, all members shall continue in office as such until the respective successors shall have been qualified and appointed. If appointed after commencement of the term, a member shall be deemed to have served from April 11 of the respective year. In the event of the death or resignation of any member, the mayor shall, within 60 days of said event, appoint a successor to serve during the unexpired portion of the term in the same manner designated for the appointment of the predecessor member.
(d)
The city manager, the director of city development, the director of public works, and the director of neighborhood and community services departments shall serve as ex officio members without a vote.
(e)
Removal of commissioners.
(1)
A commissioner may be removed by the mayor for cause.
(2)
Upon recommendation of a majority of the historic preservation commission to the mayor, a commissioner may be removed for unexcused absences from four meetings in a one-year period.
