§ 2-231. Powers and duties of director.
(a)
The fire chief shall have the authority necessary to perform the duties specified in the Charter and shall have charge of all employees, buildings and equipment used for this purpose. The fire chief shall have the authority to promulgate and adopt rules and regulations for the management of the fire department, not inconsistent with the Charter or ordinances, and to impose penalties for the violation of such rules and regulations.
(b)
The fire chief shall serve as the principle administrator for providing prehospital emergency medical services throughout the city. The fire chief shall organize and operate the fire department to provide emergency medical services and ambulance services within the city as set forth in chapter 34 and in accordance with any rules or regulations promulgated by the city manager.
