§ 2-191. Divisions; general duties of director.

  • (a)

    The department of finance shall consist of the following divisions: division of accounts, division of treasury, division of purchases and supplies, division of assessments, division of revenue, and division of property and insurance. The work of the department shall be distributed among the divisions as provided by the Charter and as provided by this article or by ordinance.

    (b)

    In all cases where the duty is not expressly charged to any other department or office, it shall be the duty of the director of finance to protect the financial interest of the city and to take all proper steps for promoting, securing and preserving the financial and property interests of the city and for saving the city from financial or property loss.

    (c)

    It shall be the duty of the director of finance, in addition to the duties imposed upon him by the Charter, to exercise general supervision over all offices of the city regarding the proper management of the fiscal concerns of their respective offices. He shall examine the books of each department from time to time to see that they are kept in proper form, shall see that all necessary reports are made to him by the various officers of the city, shall see that officers receiving money pay the money to the city treasurer, when required, and shall report all delinquents to the city manager and the city council. He shall also supervise the various divisions of the finance department in the performance of their functions and coordinate their activities and, when so instructed by the city manager, shall render such other related services as may from time to time be requested by the city manager or authorized by the city council.

    (d)

    Any references in this chapter or city ordinances to the supervisor of liquor control shall be deemed to refer to the director of finance or his designee.
