§ 2-605. Facilities user fee.
(a)
American Royal Center/Kemper Arena. A user fee of $2.00 will be assessed against every ticket sold for events conducted at the American Royal Center and the Kemper Arena. Such fees shall be used as follows:

The first one dollar ($1.00) of the user fee will be used to pay the principal and interest on bonds and for maintenance, repair and future modifications to these facilities. Upon retirement of any debt, such fee can be used to pay for future capital improvements, maintenance and/or operations.
(2)
The second one dollar ($1.00) of the user fee will be used to pay for operations at these facilities.
(b)
Municipal Auditorium/Convention Center. A user fee of $1.00 will be assessed against every ticket sold for events conducted at the Municipal Auditorium and the Convention Center and its related facilities that have gone on sale before May 1, 2010. The user fee will be increased to $1.50 per ticket sold for events that go on sale after May 1, 2010 and $2.00 per ticket sold for events that go on sale after May 1, 2013. Such fees will be used to pay the principal and interest on bonds and for operations, maintenance, repair and future modifications to these facilities. Upon retirement of any debt, such fee can be used to pay for future capital improvements, maintenance and/or operations.
(c)
Complimentary tickets. User fees shall not apply to complimentary tickets or to tickets with a zero dollar value.
(d)
Usage of fees. Any user fees collected shall be used by the director of conventions and entertainment facilities in accordance with this section.
(e)
CPI adjustments of fees. After May 1, 2014, adjustments shall be made annually to the user fees based on the cumulative consumer price index (all items/all urban consumers/Kansas City, Missouri, Kansas) published by the United States Department of Labor, Bureau of Labor Statistics. The city may elect to postpone implementation of all or part of any annual adjustment. In the event the city elects to postpone all or part of one or more annual adjustments, it shall accumulate the adjustments and implement them collectively at a later date.
