The public works department shall consist of the following divisions: division of
engineering, division of architectural services, division of administration, division
of streets and traffic and division of motor equipment. The director shall have authority
to establish subdivisions of the divisions of the department, or sections under the
divisions, to conduct the business of the department. Such subdivisions or sections
shall be described as to function, and the duty of such subdivisions or section heads
shall be described with particularity, in the official proceedings of the director
of public works, subject to the approval of the city manager.
