§ 2-422. Powers and duties of director.

  • (a)

    Generally, the director of the general services department shall be responsible for the management and operation of all:

    (1)

    Real property including but not limited to the use, acquisition, disposal, leasing, rental and licensing;

    (2)

    Facilities including repair and maintenance;

    (3)

    Fleet including acquisition, assignment, maintenance and disposal of all trucks, motor equipment, motor vehicles and associated fleet units;

    (4)

    Mail services;

    (5)

    Document and records management and reproduction;

    (6)

    Risk management;

    (7)

    Security;

    (8)

    Surplus property; and

    (9)

    Purchasing and contracting. The director shall be responsible for all functions previously performed by the purchases and supplies division of the finance department and by the commissioner of purchases and supplies. The director is authorized to perform all functions related to all other types of city contracts.

    a.

    Whenever the term "commissioner of purchases and supplies" is used in the city's code of ordinances, it shall mean the director of general services or the directors manager of procurement.

    b.

    Whenever the term "purchases and supplies" is used in the city's code of ordinances, it shall mean general services department.

    (b)

    The director of general services is authorized to permit any or all departments to be responsible for the management and operation of any or all of the functions specified in subsection (a)(1)—(9) when it is in the best interest of the city.

    (c)

    The director shall have the authority to appoint such assistants and other employees as may be necessary to perform the functions of the department.

    (d)

    The director shall have the power to prescribe and enforce rules and regulations, not inconsistent with the charter, for the conduct of the employees of the department, and to prescribe and enforce such rules and regulations as such director may deem proper for the efficient management and operation of the facilities within the control of the department, for the distribution and performance of business of such department, and custody and preservation of the books, records, papers and property of such department under the supervision and control of the director.
