§ 2-81. Rules and regulations.

  • In addition to the duties prescribed by the Charter, the city manager shall prescribe such rules and regulations as he may deem necessary or expedient, not inconsistent with the Charter or the ordinances of the city, for the general conduct of the city's affairs under his management, and for the guidance of any two or more departments under his management in their relation with each other and with other departments and offices of the city and other public authorities. The director of each such department shall, in like manner, prescribe such rules and regulations as he may deem necessary and expedient for the proper conduct of his department, not inconsistent with the Charter or ordinances of the city or with the general rules or regulations prescribed by the city manager. All such rules and regulations may be revised or amended or added to at any time by the officer having authority to prescribe them.
