§ 2-43. Special sessions of council.

  • (a)

    Publication of notice. Upon written request of the mayor, the city manager or three or more members of the council, the city clerk shall call the council to meet in special session as requested, by giving notice of the special session in accordance with RSMo § 610.020. Special sessions may be called for any reason, including, but not limited to, emergencies such as fire, flood, earthquake, tornado, dam failure, blizzard, hazardous material threat, riot, civil disturbance, enemy attack, sabotage, terrorism or epidemic.

    (b)

    Personal notice to councilmembers. Immediately upon receipt of such written request, the city clerk must make diligent efforts to notify each member of the council in person, either by telephone or otherwise, of such special session; but failure of the clerk to give or of the councilmember to receive such personal notice shall not affect the validity of any such special session or of any proceedings had at the session.
