§ 28-31. Floodplain development permit required.

(a)

A floodplain development permit shall be required for all proposed construction or other development, including substantial improvements to existing structures and the placement of manufactured homes, in the areas described in section 28-11. No person, firm, corporation, or unit of government shall initiate any development or substantial improvement or cause the same to be done without first obtaining a separate floodplain development permit for each structure or other development.

(b)

The floodplain development permit shall not supplant any other permit as elsewhere required.

(c)

Any development or substantial improvement made within any area designated as a special flood hazard area without a floodplain development permit shall be in violation of this chapter.
