§ 19-46. Pole attachments.

An operator shall not own any poles within the city unless approval is obtained in advance from the city; such approval shall not be unreasonably withheld upon a showing of need by an operator. In all areas of the city where the cables, wires and other like facilities of an operator are attached to any city-owned utility poles, an operator shall maintain those attachments without charge by the city during the term of any franchise, beyond the required franchise fee.
