No person shall carry on, operate, conduct or participate in the operation of any
carnival, street fair or rodeo, unless such person shall first have secured a permit
for such operation from the director of neighborhoods and housing services or designee
of the city, for the particular proposed location thereof. A permit is not required
for any carnival or rodeo that is held within any enclosed stadium, arena or convention
center located within the city.
