§ 10-131. Arts and cultural district zone.

  • (a)

    Purpose. This section is intended to permit the issuance of annual liquor licenses for reoccurring social and promotional events taking place within the arts and cultural district, where artists and arts organizations are clustered, for the purpose of bringing a vitality and identity to the communities within the arts and cultural district. Designation of the arts and cultural district and the arts and cultural district subzones is a proactive and constructive mechanism to foster arts and cultural development and to provide a boost to the growth and evolution of our community.

    (b)

    Definitions.

    (1)

    Arts and cultural district means the "River Crown Plaza Area" bounded by 47th Street on the south, Brooklyn on the east, the Missouri River on the north, and state line on the west.

    (2)

    Arts and cultural district subzone means one or more developed districts of public or private use within the arts and cultural district that:

    a.

    Are a hub of cultural activity or are where artists create, sell, display and/or perform their works of artistic expression; and

    b.

    Are distinguished by physical and cultural resources that play a vital role in the life and development of the community and contribute to the public through interpretive, educational and/or recreational uses.

    (3)

    Event means a reoccurring cultural, artistic or educational activity, occurring approximately once a month and no more frequently than twelve (12) times per calendar year.

    (c)

    Designated areas.

    (1)

    The River Crown Plaza Area is hereby designated as an arts and cultural district.

    (2)

    The following areas are each designated as arts and cultural district subzones:

    a.

    The River Market. The area bounded by the Missouri River on the north, I-70 on the south, Broadway on the west, and Heart of America Bridge on the east.

    b.

    The Loop. The area bounded by 6th Street on the north, Cherry Street on the east, I-70 to I-35 at Holmes to I-670 on the south, and Belleview Avenue on the west.

    c.

    The Crossroads Area. The area bounded by I-70 to I-35 at Holmes to I-670 on the north, Troost Avenue on the east, the KC Terminal Railway tracks on the south, and Belleview Avenue on the west.

    d.

    18th and Vine. The area bounded by 17th Terrace on the north, Woodland on the east, 19th Street on the south, and Paseo Boulevard on the west.

    Additional areas may be designated as arts and cultural district subzones as determined by the council of the city.
